Who wants to clean up the chemicals at Marathon Pulp?

There are millions of litres of chemicals at the Marathon Pulp mill in Ontario. Since the mill has been idled since March and Marathon Pulp is bankrupt, who will clean up the chemicals?
Over 3 days of environmental hearings in Toronto, a decision has not been reached. The former mill owner, Tembec, has appealed the original conditions in the maintenance plan regarding how the company should deal with the chemical waste.
With winter on its way, a plan needs to be drafted before the chemicals freeze. Marathon town council and the United Steelworkers union are encouraging a maintenance plan for the winter that will also protect the mill's equipment from damage due to freezing.
The environmental review is scheduled to continue on Monday.
